Virginia and Florida Bills Fail at the Final Stage

Two of the most closely watched efforts came in Virginia and Florida, where lawmakers attempted to introduce measures that would effectively shut down sweepstakes-style gaming.

Both proposals ultimately failed to make it through the full legislative process.

In Virginia, broader disagreements around iGaming regulation and tax allocation issues stalled progress, with lawmakers unable to reach a final agreement before the session closed.

Florida followed a similar pattern. Despite months of debate and movement through earlier stages, the bill ran out of time after amendments required further approval that never came before adjournment.

The result is simple: no change to the current legal framework in either state, and sweepstakes operators remain active.

Massachusetts Joins the List of Failed Efforts

Massachusetts also saw its attempt to clamp down on sweepstakes casinos fall short.

House Bill 4431, which included provisions targeting the model, failed to pass. That makes three notable jurisdictions where anti-sweeps momentum has slowed significantly in the same legislative window.

Industry Holds Ground Despite Growing Pressure

The broader picture is more mixed.

While these failures represent a clear win for sweepstakes operators, the industry is still facing increasing scrutiny across the US. Lawmakers in several states continue to push bills aimed at restricting or banning the model.
