Each product is regulated separately. “Contested grey area” means the activity operates without a state gambling licence and its status can change with a single bill.

California Gambling Laws do not allow any real-money online gambling. There’s no legal online casino, no online sports betting, and no online poker in California. If a site offers you real-money slots or betting here, it’s offshore and unlicensed, with no consumer protection behind it.

The short version: you can’t legally gamble online in California. Below is what little, if anything, is legal in person, why the online products aren’t, and where to get help if you need it.

In person, California allows one of the largest tribal casino industries in the country, dozens of tribal casinos, along with licensed card rooms, a state lottery, and horse racing. In person, it’s a massive market.

None of that extends to the internet. Even where in-person gambling exists, California has not authorized a regulated online version of it, so there’s no legal way to play for real money from your phone.

All three are off the table. No. California has no legal sports betting. Two competing 2022 ballot measures, Proposition 26 and Proposition 27, both failed badly, and the tribes and commercial operators haven’t agreed on a path since.

Because there’s nothing legal online in California, offshore sites target players here aggressively. They’ll take your deposit, but they hold no California license and no US consumer protection. If they withhold a withdrawal or void your winnings, you have almost no recourse, and there’s no state self-exclusion tie-in. The absence of a legal option is exactly why these sites are risky, not a reason to use them.

Sweepstakes casinos, the gold-coin and sweeps-coin sites that try to sidestep gambling law, operate in a grey zone that’s shrinking nationally as regulators move against them. Some players in California use them because nothing else is available, but they aren’t a licensed real-money casino, and their legal footing is shaky. Treat them with caution.

You must be 18 for the California Lottery and 18 or 21 at tribal casinos and card rooms, depending on the venue. There’s no regulated online gambling in the state.

Stalled, despite the size. California is the biggest potential market in the country, but the 2022 ballot fights left deep divisions between the tribes and commercial operators. Any new measure needs a public vote.

If that changes, this page changes with it. We review it on a regular cycle and update the status when the law actually moves, not when a bill is merely filed.

Even without legal gambling at home, if you win while gambling legally in another state, that money is taxable. The IRS treats winnings as income and a casino or sportsbook issues a federal Form W-2G on larger payouts, and California may tax them too. Keep your own records, because the burden of proof sits with you.
