Ontario Seeks $3 Billion in Casino Investment as Niagara Opens to New Operators

Ontario is preparing to expand its land-based casino industry in the Niagara Region, with the provincial government and Ontario Lottery and Gaming Corporation (OLG) launching a major investment initiative that could attract more than CA3 billion in gaming development over the next 20 years.

On October 28, the government and OLG launched the first phase of the investment process, inviting casino operators and developers to express interest in entering the Niagara market.

The province also estimates that casino-related construction projects could create more than 10,000 jobs.

Niagara Casino Expansion Aims to Attract 25 Million Annual Visitors

The proposed casino developments form part of a wider economic strategy designed to increase tourism, employment and private investment throughout Niagara.

Under the Destination Niagara Strategy, Ontario aims to double annual visitor numbers to more than 25 million while generating approximately CA$3 billion in annual contributions to the provincial economy.

The government also projects that the broader initiative could support 46,500 permanent jobs while creating additional opportunities for local businesses.

Zee Hamid, Ontario’s Minister of Tourism, Culture and Gaming, said the region has considerable potential to attract new investment and strengthen its position as an international tourism destination.

“Niagara has enormous potential for growth, and our Destination Niagara Strategy is unlocking new opportunities to attract investment, create jobs, and strengthen the region’s tourism economy,” Hamid said.

“New gaming investment will bring exciting attractions and experiences to the region, helping drive tourism, create good-paying jobs, and support Niagara’s future as a world-class, year-round destination.”

The strategy is intended to encourage developments that extend beyond traditional casino gaming, with integrated resorts expected to incorporate accommodation, dining, entertainment and other visitor attractions.

New Casino Operators Must Commit at Least CA$1.5 Billion

Ontario has established substantial financial requirements for companies seeking to enter the Niagara casino market.

Under the proposed framework, each new operator must commit a minimum investment of CA1.5 billion towards its development project.

Successful applicants will also be required to pay an upfront entrance fee of CA100 million.

Interested operators have until December 3, 2026, to respond to the initial procurement process through MERX, Canada’s electronic tendering platform.

Ontario to Allow Up to Three Additional Casino Operators

The provincial government plans to introduce a controlled expansion of the Niagara casino market rather than immediately opening the region to an unlimited number of operators.

Under the initial framework, a maximum of three additional casino operators will be permitted to enter the market.

Once those opportunities have been allocated, further expansion will be restricted for a fixed period of 10 years.

Casino Investment Could Reshape Niagara’s Tourism Economy

Ontario’s decision to invite new casino operators represents a major change in the region’s land-based gambling market.

With more than CA$3 billion in direct gaming investment being targeted, the province is seeking to attract large international developers capable of delivering integrated casino resorts and supporting tourism infrastructure.

The additional CA$600 million in anticipated private investment is expected to contribute to other aspects of the Destination Niagara Strategy.

The next milestone will be the December 3 procurement deadline, after which OLG and the provincial government will assess expressions of interest and invite shortlisted companies to submit detailed proposals.

If the planned investment is secured, Niagara could see a significant expansion of its casino, hospitality and entertainment facilities over the next two decades, supporting Ontario’s ambition to attract more than 25 million visitors to the region annually.
