The New Zealand government has confirmed that up to 15 casino licenses will be made available as part of a new regulatory framework, and international operators are being invited to register their interest right now.

It’s a major shift for a country where online casino play has been dominated by offshore sites for years. That’s about to change with a wave of top online casinos coming into New Zealand.

Get in Early or Get Left Behind

The Department of Internal Affairs has kicked off the Online Gambling Implementation Program, and they’re not just going through the motions. Trina Lowry, the head of the program, made it clear that early engagement is crucial. “The most important thing online casino operators can do is register early,” she said.

But that registration isn’t just a red tape exercise. The New Zealand government wants to build a system that actually works for the operators, not just the regulators. That means asking questions, gathering feedback, and putting together a fair, transparent licensing system.

Lowry added that the goal is to create something “clear, efficient and supportive.” That’s a rare approach, and it’s turning heads in the industry.

15 Licenses, High Standards

These licenses won’t be handed out casually. The DIA plans to run a competitive application process, and there will be serious standards to meet. That includes robust responsible gambling tools, full compliance audits, and strong consumer protection guarantees.

As the DIA put it, “Every day, New Zealanders gamble on a variety of offshore gambling websites. Regulating this sector will help protect consumers, minimise gambling harm, and provide proper oversight.”
